The author (...) traces Themis from the earliest times (...). She was never an earth-goddess, always a personification (...) Applied to Homeric kings, the word refers to their prerogatives (...). Themis speedily becomes the presiding goddess of the folkmoot including on occasion assemblies of gods, and, since it is the right and duty of princes to give and take counsel, soon acquires the notion of what is proper and fitting, of justice and righteousness. (...) The cult of Themis is found to be early and important only in Thessaly, that is, on the border of barbarism, (...). Of factual mistakes by the author I have noticed none, of doubtful statements and conclusions some, of acute reasoning and sound learning much.' (H.J.
